When & Why System Installation Matters
System installation occurs after an ERCES or BDA system design has been approved and permitted. At this stage, execution quality becomes the determining factor in whether a system is accepted, rejected, or requires costly rework.
Installation review typically takes place:
- During construction inspections coordinated by the AHJ
- Prior to acceptance or occupancy approvals
- As part of corrective action following a failed inspection
- In existing buildings upgrading or modifying previously installed systems
The purpose of installation oversight is to confirm that the system was built as designed, permitted, and approved—and that it can reliably perform under real-world conditions.

ERCES & BDA System Design Considerations & Architecture Selection
Effective system design depends on informed selection decisions rather than default configurations. Factors such as building size, construction type, frequency band, survivability requirements, and jurisdictional preferences all influence system architecture.

In more complex environments—such as campuses or large multi-building facilities—design decisions can have long-term operational consequences. For example, while deploying individual systems per building may reduce initial cost, centralized or fiber-fed architectures may better manage noise floor, scalability, and future expansion. These decisions are evaluated with both AHJ expectations and long-term performance in mind.

RF Installation & Performance Considerations
In addition to physical construction, AHJ review evaluates whether the installed system performs as required without introducing risk to the public safety radio network.
Performance-related considerations include:
- Verification of reliable radio coverage throughout required areas
- Confirmation that signal strength meets adopted criteria for general and critical spaces
- Assurance that system operation does not introduce harmful noise or interference
- Compliance with jurisdiction-specific technical requirements
- Adequate isolation between donor and distribution antennas
- Written authorization from the frequency license holder for all enhanced frequencies
- Antenna placement and density that support uniform coverage
- Compliance with FCC Part 90.219 operational limits
- Confirmation that the public safety system does not interfere with other in-building wireless systems
These criteria ensure the system functions as an extension of the jurisdiction’s radio network—not a disruption to it.
Physical Installation Review Considerations
From the AHJ’s perspective, physical installation review confirms that the system was constructed under proper authorization and in accordance with approved documents, manufacturer requirements, and adopted codes.
Common review considerations include, but are not limited, to the following:
- Confirmation that required permits were obtained and inspections scheduled
- Verification that all system components are listed and approved for public safety use
- Maintenance of fire-resistive pathways, including treatment of wall, floor, and ceiling penetrations
- Mechanical protection of cabling in areas subject to physical damage
- Use of plenum-rated cabling in air-handling spaces
- Proper grounding, bonding, and lightning protection
- Standby power capable of supporting required operational duration at full system load
- Appropriate enclosures for equipment and battery backup
- Monitoring of system supervisory conditions through the building fire alarm system
These elements demonstrate that the system was installed as a life-safety system, not as a generic wireless enhancement.
