Compare BDA installation proposals against the same assessment results and project requirements. A bi-directional amplifier (BDA) may form part of an emergency responder communication enhancement system (ERCES). Define the coverage problem, design responsibilities and completion criteria before comparing equipment lists.
Build a comparable installation scope
Ask each bidder to identify the assessment and design documents used, the radio systems to be supported, equipment and cable scope, building access assumptions and exclusions. Assign responsibility for design changes, permit submissions and coordination with other trades.
Request a written explanation of allowances and work that could require a change order. The lowest initial total is difficult to evaluate when bidders have priced different work.
Separate permitting from permission to operate
Fire and building review and radio-frequency permission are separate responsibilities. For non-licensee operation under FCC Part 90, express consent from the intended frequency licensees must be retained in a recordable format. 47 CFR §90.219(b)(1)(i)
Define completion and handoff
Document those responsibilities in the agreement. Avoid treating equipment delivery, a contractor’s test report and authority acceptance as interchangeable milestones.
- Who performs installation, testing and any required corrective work.
- Who coordinates acceptance review and supplies the requested records.
- Which drawings, test results, operating information and service contacts the owner receives.
- What warranty and ongoing maintenance obligations are actually included.
