Florida public-safety radio coverage

The Testing-First ERCES Project Process in Florida

Begin by confirming the building’s applicable requirements and assessing coverage. An emergency responder communication enhancement system (ERCES) may include a bi-directional amplifier (BDA). Let the findings and authority decisions establish the project scope.

1. Establish the starting point

Collect the building address, occupancy, plans, construction or renovation status and any notice. Identify the fire or building authority and the public-safety radio systems involved. Florida’s statutory requirements include exemptions and building-specific provisions. Florida Statutes §633.202(18)

2. Assess coverage and review the findings

Agree on the purpose of testing, evaluation criteria and report deliverables. Ask who will review the results and what additional documentation is needed for the next decision.

3. Define design and permitting responsibilities

If enhancement is required, identify who prepares the design, submits plans, responds to review comments and carries out the approved work. Confirm the applicable code edition before preparing submissions. The state’s adoption page is the starting reference for the Florida Fire Prevention Code. 4. Coordinate radio-frequency permission

Permit review does not replace frequency-licensee consent. Non-licensee operation under FCC Part 90 requires recorded express consent from the licensees of the frequencies the system is intended to amplify. 47 CFR §90.219(b)(1)(i)

5. Complete testing and owner handoff

Assign responsibility for installation, acceptance coordination, corrective work and final records. Keep the design, permissions, test results and service contacts together. Agree on the owner’s next inspection or maintenance actions for the installed system.

Send BDA Systems Compliance Experts your building information and any current notice or test report to discuss the appropriate assessment and next project step.
